Cross-Border Capacity:

Cross-Border Capacity Is Tightening From Three Directions – What to Ask Your Carrier

If your product moves across the Canada-US-Mexico corridor right now, on a reefer or otherwise, your capacity is under pressure from three directions at once, and it’s happening this month, not next quarter.

Three Squeezes, One Corridor

Since April 2025, US cabotage enforcement has revoked roughly 20,000 Mexican trucker visas, and the pace has picked up through June 2026. DOT and CBP systems now auto-revoke a driver’s status on any cabotage warning, and many drivers don’t find out until they’re standing at the border with a loaded trailer. At the same time, highway blockades in Mexico, tied to agricultural worker and cargo-theft protests, are hitting cross-border lanes in parallel; some of these are described as indefinite. North of the border, Canada’s “Driver Inc.” misclassification crackdown and a dried-up international-student driver pipeline are squeezing Canadian carrier capacity separately from either of those problems.

Layer on top of that the USMCA annual review, with the US and Mexico holding a third round of bilateral talks in Mexico City from July 21 to 23 covering steel and aluminum, autos, labour, and agriculture, and a heat wave that’s already pushed reefer costs up sharply: C.H. Robinson just raised its 2026 reefer cost-per-mile forecast to 35% higher year over year. None of these four pressures caused the others. They’re just landing in the same month, on the same lanes.

Why This Isn’t Just a Trucking Story

If you ship pharmaceuticals, biologics, or temperature-sensitive food and beverage products across this corridor, the risk isn’t only cost. It’s transit-time reliability and compliance exposure. A driver whose visa gets auto-revoked mid-route doesn’t just create a delay; it creates a documentation gap at exactly the moment a regulator or an auditor might ask for one. A blockade that adds two days to a Mexico City-bound lane doesn’t just cost money in demurrage; for a vaccine or a biologic with a tight temperature and shelf-life window, it can put the product itself at risk. And a Canadian carrier quietly short on qualified, properly classified drivers is a capacity gap you may not discover until you need the truck.

This is the part worth sitting with: the carriers who can prove compliant, reliable capacity through all three of these pressures right now aren’t just avoiding a problem. They’re in a stronger negotiating position than they were six months ago, and so are their clients, if they picked the right partner.

What to Ask Your Carrier This Week

A few questions are worth raising with your carrier this week:

  • How do they verify a cross-border driver’s cabotage status before dispatch, not after? If the honest answer is “we find out at the border,” that’s a gap worth closing.
  • Do they have documented, audit-ready proof of driver classification compliance in Canada, given the Driver Inc. crackdown? It’s a fair question to raise now, before it becomes a subcontractor’s problem that lands on your shipment.
  • What contingency routing exists for Mexico blockades on the lanes you actually use, and has that plan been tested this year or just written down?

And if you’re renewing or quoting reefer rates off Q2 benchmarks, it’s worth a second look. Capacity is materially tighter now than it was even eight weeks ago, and pricing that doesn’t reflect that under-covers the real risk.

A Partner Built for This Corridor

Vitesse Transport has moved freight across Canada, the US, and Mexico for 25 years, and cross-border reliability under exactly this kind of pressure is the job, not the exception. Our dedicated Pharmaceutical Logistics division, GDP and GMP certified since 2020, and our Cold-Chain Logistics service for food and beverage shippers, HACCP and FSMA compliant, both depend on the same thing this week’s news is testing: a driver network vetted to the same standard whether it’s our own fleet or an external partner, and documentation that holds up if a regulator or a client asks for it without notice.

“Tight capacity rewards the carriers who were already doing this right. We’d rather have that conversation with a client now than after a shipment gets stuck at the border.” ~ Aldo DeCarolis, CEO – Vitesse Transport

If your current carrier can’t answer the questions above clearly and quickly, that’s worth a conversation this week, not next quarter.
